On Sunday (June 7), the Department of Social Welfare and Development (DSWD) said it was preparing to administer the cash subsidy for the Social Amelioration Program (SAP).
It aims to the five million left out or “waited” beneficiaries.
Even as it vowed to strengthen its protocols and guidelines, those are for the second phase of SAP implementation.
The DSWD said it “is in the process of planning”. In addition, it aims to administer emergency cash subsidy to the “waitlisted” families as president Duterte has ordered.
“The Department reminded local government units ( LGUs) across the nation. It aims to recognize qualifying low-income families. Furthermore, it aims to validate and assess as being financially and economically impacted by the group quarantine declaration. But, it does not include in SAP’s initial 18 million family beneficiaries for the first tranche.” The information was from the email which was sent on Sunday evening.
DSWD Guidelines to Help People
The master list of beneficiaries to be submitted by the LGUs must be certified and signed by the city/municipal/provincial social welfare and development officer and their local chief executive, in accordance with the DSWD guidelines.
The list must include the beneficiaries’ names and the identification numbers of their Social Amelioration Card (SAC), DSWD said.
“Based on existing guidelines, the certification must state that the names are in the form of a list. In addition, the names which in the list should be eligible and officers should review those names,’ it added.
The master list sent to the DSWD Field Office will be subject to regional deduplication to “ensure that the availability of emergency subsidies will not be duplicated,” the DSWD said.
Deduplication means cross-matching the beneficiaries’ names. To emphasize this point, it goes with the department’s available databases and exchanges the list/s.
Overall, it combines with other government entities implementing SAP.
